Chapter 16, Section 16-5 Trash Collection for Condominiums
The Committee reviewed the history of this issue as it was discussed at previous Committee meetings. The Chair noted that the current law only allows for condominium trash pick up where the association has more than 50% of its units owner-occupied. The Burnside Condominium complex does not meet that criterion. The Committee had requested information regarding the number of condominium complexes in the town of East Hartford along with the number of units within those complexes. The Committee further asked for information from the Administration regarding the condominiums that currently receive trash pick up. From that information, the Committee noted that there are five complexes of twenty or fewer units that currently do not receive trash pick up service. The Chair suggested that one avenue whereby the town
could offer this service and assist condominium unit owners in the cost of trash pick up would be for the town to supply trash pick up service to condominium complexes of less than twenty units where the town would receive payment from the association for the average household cost of trash disposal at the CRRA facility. For example, if each household generated one ton per year of trash, then the town would assess a $70.00 per year per unit fee, making the town whole on the additional cost of trash disposal and recognizing that a small number of additional households would not result in any incremental cost for salaries and wages to the town. The association would pay for the town’s additional disposal costs in an annual fee. The town would also charge for the cost of the new barrels and also a fee for recycling if the town is charged an incremental cost for additional households being subject to the recycling contract. The members present thought that this
was a worthwhile compromise. The Chair indicated that he would supply the unit owners with a dollar figure from the Administration on the cost so that it would be clear to them how much they would have to pay under the system. The Committee will meet soon to discuss this proposal and other ideas that could reduce the cost to condominiums of trash pick up service.

Technical Revisions to the Code of Ordinances
The Committee agreed to examine Chapter 21 of the Town of East Hartford Code of Ordinances.
